Milan introduces rental property registration and inspection

The City of Milan officially launched the Residential Rental Registration and Inspection Policy, an initiative designed to protect the health, safety, and welfare of residents living in rental properties. This move follows the Milan City Council’s approval on January 2, 2024, during the regular Board of Aldermen meeting.

“By establishing and enforcing these guidelines, the City of Milan is now in a better position to improve the quality of residential rental properties and prevent the spread of blight,” stated Mayor Andy Herington. “I commend the Board of Aldermen for their efforts to safeguard the safety and stability of rental properties throughout the city.”

Starting March 18, 2024, rental property owners in Milan are required to register their properties with the city. By the end of April 30, 2024, all unregistered rental dwellings and units will face violations and penalties. Registration is valid through December 31 of the registration year and must be renewed annually. A registration fee of $10 per dwelling/unit is applicable.

Following registration, the City Administrator or an appointed representative will schedule an inspection. Upon passing, a certificate of occupancy will be issued. Rental properties must undergo reinspection every 24 months or with any change in occupancy. Inspections can also be initiated upon receiving complaints of non-compliance. An inspection fee of $15 per dwelling/unit is charged after the inspection.
