Livingston County Sheriff reports recent arrests and incidents

The Livingston County Sheriff’s Department detailed a series of incidents and arrests occurring between March 18 and April 3, 2024, highlighting the efforts of local law enforcement to maintain peace and safety within the community. The report encompasses various activities ranging from a dog bite investigation to the proactive handling of potential terrorist threats and domestic incidents, reflecting the broad scope of challenges faced by the LCSO.

Arrests during this period included traffic-related offenses, probation violations, and narcotics possession.

Incident Reports:

On March 20, the Livingston County Sheriff’s Office (LCSO) took a report of a dog bite that occurred in the 16000 block of LIV 249. The investigation showed the animal was current on its vaccinations, and the report was forwarded to the Livingston County Health Center.

On March 21, LCSO assisted the Chillicothe Police Department (CPD) with a report and investigation into terrorist threats. The report was completed and forwarded to CPD to assist in pending charges.

On March 27, LCSO took a report regarding a registered sex offender attempting to add a juvenile through TikTok. The registered offender does not reside within Livingston County, and the report was forwarded to the offender’s Probation and Parole (P&P) Officer for consideration in potential violations.

On March 28, LCSO responded to the 23000 block of Highway Z in Dawn about a well-being check on a potentially suicidal person. The individual was found to be okay, and a Crisis Intervention Team Report was completed and forwarded to North Central Missouri Mental Health.

On March 31, LCSO responded to the 400 block of 4th Street in Ludlow for a domestic incident in progress. The parties agreed to separate, and no criminal charges are pending at this time.

On the same day, LCSO responded to the 11000 block of LIV 2315 for a report of an alleged threat. An incident file was completed to be kept on record, and no charges are pending at this time.

Arrests:

On March 18, a deputy observed a vehicle registered in Missouri failing to display a front plate on Highway 36 near LIV 249. A traffic stop was conducted on the vehicle, resulting in the arrest of Courtney Anderson, 37, from Olathe, Kansas, for driving while suspended. Anderson was processed and released on a summons with a Livingston County Court date.

On March 21, a deputy arrested Rebecca Bakker in the 17000 block of Highway JJ in Avalon on an arrest warrant for Case # 22LV-CR00060-01 (Probation Violation). Bakker was unable to post the $20,000 cash bond and was transported to Caldwell County Detention Center.

On March 29, a deputy served a Livingston County Arrest Warrant (Fail to Appear) on J’Kya White for Case # 220183836 at the Law Enforcement Center. White had turned herself in on the warrant and was released with a new court date after posting a $172 bond.

On March 30, a deputy observed a vehicle traveling in the passing lane for several miles without passing other vehicles and conducted a traffic stop for improper lane usage, resulting in the arrest of Gabriel Martinez, 19, on a Platte County, Missouri warrant on Case # 23AE-CR03144. Martinez posted a $247 cash bond and was released with a new Platte County Court date.

On April 1, a deputy observed a vehicle traveling at an extremely high rate of speed (104 MPH in a 65 MPH zone) on Highway 36 near the Grand River. The subsequent traffic stop resulted in the arrest of Nathan Paymaster, 20, from Indiana, for exceeding the posted speed limit. Paymaster posted a $250 cash bond and was released on a must-appear summons for Livingston County Court.

On April 2, a deputy observed a vehicle with an expired registration on Highway 36 near the Grand River Bridge. The subsequent traffic stop and investigation led to the recovery of suspected narcotics and the arrest of Anthony Brown, 49, from Chillicothe, for possession of a controlled substance. Brown was transported to Caldwell County on a 24-hour hold and later formally charged with possession of a controlled substance.

On April 3, a deputy served a Livingston County Arrest Warrant for Case # 23LV-CR00446 on Kennadie Stottlemyre, 26, from Chillicothe at the Law Enforcement Center. Stottlemyre turned herself in, posted a $300 cash bond, and was released with a new court date.
