KC man found with runaway minor in Winston facing multiple charges

A Kansas City man faces ten charges in Daviess County after he was allegedly found in Winston in January with a juvenile listed as a runaway.

Forty-three-year-old Kenneth Werner faces charges including felonies such as first-degree endangering the welfare of a child creating substantial risk, delivery of a controlled substance except 35 grams or less of marijuana or synthetic cannabinoid to a person less than 17 years of age, delivery of 35 grams or less of marijuana or synthetic cannabinoid to a person less than 17, two counts of second-degree statutory sodomy, and two counts of possession of child pornography involving a second or subsequent offense or possession of more than 20 pictures, one film, or a videotape. Other charges include felonies of possession of child pornography and tampering with a witness in a felony prosecution, and the misdemeanor of supplying liquor to a minor or an intoxicated person. Bond was denied.

A probable cause statement reveals that during an investigation into tampering with a motor vehicle, Werner was found in a residential bedroom with a partially clothed confidential victim. The confidential victim reportedly tested positive for drugs, admitted to using alcohol, and was taken to a hospital for treatment. The confidential victim also allegedly admitted to being in a sexual relationship with Werner, running away with him due to abuse in her home, and that she was not free to leave while with Werner.

The probable cause statement also notes that Werner’s phone contained four sexual images of the minor.
