Chillicothe police on Friday morning arrested 37-year-old Jeffrey Carroll of Kansas City after receiving a report of suspicious activity in the 1000 block of South Washington Street.
Carroll has been charged with possession of a controlled substance and bond was set at $10,000 cash only.
Carroll was taken to the Daviess-DeKalb Regional Jail where he awaits a court appearance Wednesday, September 26.
