Chillicothe police charge two with drugs and weapons possession

Two Chillicothe residents have been charged in Livingston County after Chillicothe police on April 6 reportedly recovered stolen property, controlled substances, and firearms.

Twenty-nine-year-old Samantha Lee Bivens and 37-year-old Billy Ray Hatfield have each been charged with felonies of possession of a controlled substance and three counts of unlawful use of a weapon involving possessing a weapon and a controlled substance. Bond was set at $10,000 cash only, no surety, and a drug patch for Bivens and $7,500 cash only, no surety, and a drug patch for Hatfield.

Police Chief Jon Maples previously reported that a search warrant was executed in the 400 block of Jackson Street in Chillicothe.

Probable cause statements indicate police found a plastic bag containing a vial with a crystal substance that field-tested positive for methamphetamine, a backpack containing a cut straw with crystal residue, and a toolbox containing a City of Chillicothe fuel card. Also said to be found were two containers of pellets, a pellet pistol, a gun case containing a 30-30 rifle, a silver-colored scale with crystal residue, a loose crystal substance in a gun case, a .410 pump-action shotgun, a magnetic box containing crystal residue, a rifle, and five BB gun bullets.

Maples said, and the probable cause statements say, Bivens and Hatfield were not at the residence when the search warrant was executed.

Bivens currently has three active arrest warrants out of Carroll County for traffic violations.
