After working overnight for about 12 hours, the state Senate has given initial approval to a bill that would restrict Missouri counties from enforcing regulations tougher than the state for large cattle operations.

Creve Coeur Democrat Jill Schupp and Lee’s Summit Republican Mike Cierpiot say the measure would bar counties from limiting where CAFOs can be built and adopting rules to reduce environmental regulations.

During the 12 hour filibuster ending this morning, Jefferson City Republican Mike Bernskoetter says he wants to ban counties from restricting where CAFOs can be built and adopting rules to roll back environmental regulations.

About 20 Missouri counties have health ordinances for hazardous smells and downstream pollution from CAFOs. Opponents of the bill say local governments should be allowed to decide whether stricter requirements than the state should be enforced.
