The highway patrol reports three people, including a child, were ejected when two all-terrain vehicles collided last evening within the city limits of Winston. One driver was killed and another driver and the young passenger were injured.

The highway patrol said 30-year-old Dallas Allen of Pattonsburg was thrown from the ATV when it struck the rear of another ATV. Upon impact, both ATV’s overturned coming to rest on their sides at the intersection of 140th Street.

Dallas Allen was pronounced dead by the Daviess County Coroner. The report indicates he was not using a safety device when operating the all-terrain vehicle.  His passenger, ten-year-old Carly Allen of Pattonsburg, received minor injuries. The operator of the other ATV, 29-year-old Robert Vessar of Hamilton, received moderate injuries. Ambulances transported both Vessar and the young Allen girl to Cameron Regional Medical Center.

The investigation determined Vessar had slowed his ATV to make a left turn when it was struck from behind by the other ATV.

Assisting highway patrol troopers was the Daviess County Sheriff’s Department.  Dallas Allen is the third traffic fatality so far this year in Daviess county.

As a result of an investigation, the highway patrol arrested Robert Vessar accusing him of felony driving while intoxicated, unlawfully operating an ATV on a highway, and no valid license.
