Twelfth District State Senator Rusty Black of Chillicothe reports the Missouri Senate perfected eight bills this week.

One bill was Senate Joint Resolution 50, which he says would not allow the General Assembly to raise the state income tax above 5.5% without a vote of the people.

Senate Bill 835 would adjust financial transaction regulations, increasing the state treasurer’s linked deposit investment threshold and modifying allocation percentages for different borrowers.

Currently, money in a child’s account, who is coming into the custody of the Children’s Division, may be used to pay for care and services for that child. Under Senate Bill 862, that money would be retained by the child.

Senate Bills 894 and 825 would introduce measures to promote business development.

Senate Bill 1111 was also perfected this week, and Black sponsored the bill. He says it would allow children with medical complexities to access private duty nursing service in a childcare setting instead of at home.

House Bill 1495 was not perfected by the State Senate, but it was voted out of the Senate Committee on Veterans, Military Affairs, and Pensions. He explains the bill states that the Missouri Veterans Commission must review the provisions of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019.

Black notes that, next week, the State Senate will start the process of sending these bills to the Missouri House of Representatives for its consideration.
