Livingston County Sheriff reports on arrests, incidents and investigations

Beginning February 19 the Livingston County Sheriff’s Department has assisted the Clinton County Sheriff’s Office with an investigation of stolen property. The LCSO identified their suspect and charge(s) are pending.

The LCSO began an investigation in the 15000 block of Liv 214 as unknown person(s) stolen an electric service meter. Investigation continues.

Deputy/School Resource Officer Mike Lewis filed a report with our office regarding parents not compelling their child(ren) to attend school. A report is being submitted to the prosecuting attorney for consideration of charge(s) involving 2 different families.

The LCSO was dispatched to U.S. 36 regarding a female driver reportedly driving careless and imprudent with speeds up to 90 and all over the roadway. A deputy and the sheriff finally got this driver to stop in Caldwell County. Further investigation revealed this was an elderly woman that probably should not be driving. The lady was taken to the LCSO and released to an informed family member. Information was sent to the Department of Revenue requesting the driver be retested.

A report of property damage to a parked vehicle in the 300 block of Broadway in Utica was made. The owners reported suspicious activity around their car which turned out to be unknown person(s) attempting to steal the radio or other items. Damage to the car was noted. 

Arrests:

The LCSO served a Missouri Probation/Parole warrant on Aaron Joseph Sannipoli, 31, Chillicothe. Mr. Sannipoli was transferred to the Daviess Dekalb County Regional Jail.

A deputy was on U.S. 36 assisting motorists and had emergency lights displayed on the patrol vehicle when a vehicle passed closely by and failed to change lanes or give due caution. That driver was subsequently stopped and the Kansas City man was issued citations for Failing to Proceed with Caution when approaching an emergency vehicle and driving while revoked or suspended. The driver, Jordan Lee Dawkins, 23, Kansas City was also arrested on a Macon County arrest warrant for alleged failing to appear in court on a speeding citation. Mr. Dawkins posted bond and was released.

The LCSO served a Livingston County arrest warrant on Jordan C. Riggins, 28, Ludlow, for alleged Failure to Appear in Court on original charges of 2 counts failing to register a motor vehicle and 2 counts of driving while revoked. Mr. Riggins posted $500 bond and was released with a new Court date.

A deputy arrested Jamie Nicole Russom, 32, Chillicothe in the 1300 block of Calhoun Street in Chillicothe for alleged Peace Disturbance when serving an Order of Protection notice from the Court. Ms. Russom was subsequently released from the LCSO.

A deputy arrested Tyler Montana Gibson, 24, Chillicothe, on a Livingston County arrest warrant for alleged Violation of Bond Conditions on an original charge of class D felony Violation of Protection Order for Adult-2nd Offense. Mr. Gibson was transferred to the Daviess Dekalb County Regional Jail in lieu of bond.

A deputy arrested Steven Mack Powers, 58, Avalon for alleged Driving While Suspended/Revoked following a traffic stop for a headlight violation. Mr. Powers was processed at the LCSO and released on a summons.

A deputy served a Caldwell County arrest warrant on Dusty Dean Donoho, 44, Ludlow, for alleged Auto Insurance violation. Mr. Donoho was transferred to the Caldwell County Sheriff in lieu of bond.

Tracy Lee Newton, 44, Carrollton, was arrested on a Livingston County arrest warrant for alleged Probation Violation on original convictions on 2 class A misdemeanor counts of Animal Abuse. Mr. Newton was unable to post the $5,000 bond and transferred to the Daviess Dekalb County Regional Jail.

Citations:

March 2 a deputy issued an Illinois driver a speeding citation for 90 in a 65 on U.S. 36 at Liv 269.

March 3 a deputy issued an Illinois driver a speeding citation for 90 in a 65 on U.S. 36 at Liv 408.

March 4 a deputy issued an Illinois driver a speeding citation for 89 in a 65 on U.S. 36 at Apple Orchard Hill.

March 5 a deputy issued a Hale, MO driver a speeding citation for 78 in a 60 on U.S. 65 and Liv 204.
