Joint operation leads to capture of fugitive in Chillicothe

On Thursday, March 7, deputies from the Livingston County Sheriff’s Office (LCSO) were following up on leads related to a fugitive case.

The operation led LCSO deputies and officers from the Chillicothe Police Department (CPD) to a residence in the 1700 block of Deringer Drive in Chillicothe. The LCSO had received information that Kevin Ray Head, 42, had been residing at the location. Mr. Head was wanted on an active parole warrant for an original conviction of receiving stolen property and has been a fugitive since April 13, 2022. Upon arrival, officers were initially unable to locate anyone at the residence, however, they observed Mr. Head and an adult female driving by, which led to a brief vehicle chase followed by a foot pursuit. Mr. Head initially managed to evade the officers.

Head was later discovered attempting to conceal himself under a nearby deck and was subsequently apprehended. Before being incarcerated at the Caldwell County Detention Center, Mr. Head was examined at HMC. He was transferred to the Missouri Department of Corrections in St. Joseph on March 8, 2024.

Following this incident, LCSO Sgt. Dustin Woelfle obtained a search warrant for the residence on Deringer Drive. The search yielded multiple items, including methamphetamine, methamphetamine drug paraphernalia, a rifle, and other items.

In connection with the investigation, Nicole Renee Webb, 43, from Chillicothe, was arrested for alleged felony hindering prosecution and unlawful possession of a firearm. Ms. Webb is currently held at Daviess Dekalb Regional Jail with a bond set at $5,000.

Additionally, a locked bank bag was seized under the initial search warrant. Deputy Jennifer Plummer secured a search warrant for the bag, leading to the discovery of a stolen handgun from 2021.

The investigation is ongoing, with reports being submitted to the Livingston County Prosecuting Attorney and possibly the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for consideration of federal charges.
