The Highway Patrol reports the arrest of a Kirksville man in Putnam County on Tuesday on several allegations. Drug-related allegations for 31-year-old Daren Starnes included felony possession of a controlled substance—methamphetamine, felony possession of a controlled substance—marijuana, and unlawful possession of drug paraphernalia.
