Livingston County sheriff reports on investigations and arrests

The Livingston County Sheriff’s Department and Missouri State Highway Patrol responded to a disturbance which originated at the Chula bar. The report indicated one person may have been assaulted in the restroom and the suspects left in a specific vehicle. That pickup was stopped and the investigation continued. The alleged victim reported there would be no prosecution. Incident investigation continues.

The department was called to investigate an alleged child abuse incident in the 1500 block of Jackson in Chillicothe. The information was reported to the Child Abuse Hotline as mandated by law. The LCSO has worked with the juvenile office-Livingston County and DFS. All interviews have taken place or been offered and the report and statement of probable cause are being submitted to the prosecuting attorney for consideration.

The LCSO checked on a hidden ATV in Ludlow. The investigation resulted in the recovery of a stolen 2013 Honda Rancher ATV which had been stolen in Linn County, Missouri. The LCSO and Linn County Sheriff are continuing working together on this investigation.

The department began a child abuse investigation which allegedly took place in the northwest part of the county. The LCSO has completed the investigation and our report will be submitted to the prosecuting attorney for review. The information was reported as mandated to the Child Abuse Hotline. The LCSO has notified the juvenile office-Livingston County and Division of Family Services have been notified. The case file is being submitted to the prosecuting attorney for consideration of charges.

Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office of a person allegedly violating a child protection order at a Chillicothe School. The adult allegedly was at the school and attempted contact with one or more children which was prohibited by the Court. The situation was handled and investigation report submitted to the prosecuting attorney for consideration.

The department began an investigation of burglary and stealing from a business in the 8000 block of Liv 511. Investigation continues.

The LCSO continued with additional information obtained from an October 17 investigation of alleged child abuse which led to a location in the south part of Chillicothe of alleged child abuse by a grandparent which is reported to have taken place earlier this school year. That information has been reported to the child abuse hotline as mandated by Missouri law and also shared with the juvenile office and Division of Family Services. Investigation files will be submitted to the prosecuting attorney for consideration.

 

Arrests:

Steven Lee Munson Jr., 40, Chillicothe surrendered himself to the LCSO on a Livingston County arrest warrant for alleged Probation Violation on an original class D felony conviction of Driving While Revoked/Suspended. Mr. Munson was transferred to the Daviess Dekalb County Regional Jail.

The department served a Livingston County arrest warrant on Loyd Murl Heaton Jr., 57, Chillicothe, for alleged class D felony Unlawful Use of a Weapon. Bond set at $10,000 cash and Mr. Heaton was transferred to DDCRJ.

A deputy made a traffic stop near Highways D and DD and subsequently arrested Robert Scott Bennett, 38, Ludlow for alleged Failure to Register a Motor Vehicle Annually (Expired March 2016) and Driving While Suspended. Mr. Bennett was processed at the LCSO and released on a summons to appear in Associate Court.

A deputy made a traffic stop in Dawn and subsequently arrested Jordan C. Riggins, 28, Ludlow for alleged Failing to Register Motor Vehicle Annually (expired March 2016) and Driving While Suspended. Mr. Riggins was processed and released on a summons to appear in Associate Court.

The LCSO served a Livingston County arrest warrant on Steven Ray Sayers Jr, 21, Chillicothe, for alleged Failure to Obey a Judge’s Order on Pay or Appear in Court on an original charge of Operating a Motor Vehicle without a Valid License. Mr. Sayers posted $216.50 cash bond and was released. 

Citations:

October 9 a deputy issued a Meadville driver a speeding citation in Chula for 50 in a 25.

October 9 a deputy issued a Lees Summit driver a speeding citation on U.S. 36 at Liv 261 for 85 in a 65.

October 13 a deputy issued a Chillicothe man a citation for Failing to Register a Motor Vehicle since February 2016.

October 15 a deputy cited a Wisconsin driver for 83 in a 65 on U.S. 36 near the Grand River.

October 16 a deputy issued a speeding citation to a Chillicothe man for traveling 89 in a 60 on U.S. 65 and Highway K. 

 

October 17 the LCSO received a tool box with an emblem on the front which appears to have some tractor or implement parts inside. If you are missing one of these, please call or stop by to claim your property. This was found near the Social Security Office in Chillicothe.

October 17 the Deputy conducting Bailiff duty in Associate Court heard a disturbance on the 2nd floor of the Livingston County Courthouse that was loud enough it was disturbing the Court proceeding. The deputy removed the disruptive man from the courthouse who was being loud and argumentative with a court employee. A report is being submitted regarding the subject bond and/or probation for the prosecutor/court to review.

An LCSO investigation of alleged Sex Offender Registration Violation resulted in a warrant being issued and the CPD served said warrant on David Kirkpatrick, 58, Chillicothe. Mr. Kirkpatrick had allegedly changed addresses and failed to notify the LCSO as mandated by law. Mr. Kirkpatrick remains in the DDCRJ in lieu of $2,500 bond.

On Saturday night, October 15, Sheriff Cox and 2 deputies served a business in the northeastern part of Livingston County a court order garnishment execution on a business from the Department of Revenue.
