Chillicothe officials issue Executive Order regarding COVID-19

The Livingston County Health Center, Chillicothe Mayor Theresa Kelley, and Livingston County Presiding Commissioner Ed Douglas have issued an Executive Order regarding the COVID-19 pandemic, effective Saturday, March 21, 2020, at noon.

The order prohibits group gatherings of 10 people or more until further notice. This includes at any restaurant, tavern, professional, social, cultural, entertainment, or other special event or community gathering where people are not separated by physical space of at least six feet.

Restaurants, bars, and taverns are to close until further notice, except for delivery, pick up, and drive-through services. No more than 10 people may be in a convenience store at any one time, including employees, vendors, and customers. Entertainment and recreational facilities should not allow the general public or facility members to enter. Those facilities include, but are not limited to, theaters, private clubs, fitness centers, and bowling alleys.

Hotels that serve breakfast are allowed to serve prepackaged foods, and patrons must take the food back to their rooms. Childcare facilities should follow the Missouri Department of Health and Senior Services guidance.

Schools are to be closed with the support of superintendents from Livingston County until April 3rd when the situation will be reassessed with guidance from the health center. School operations include any institution of elementary and secondary education, including, but not limited to, public, chartered, private, or parochial institutions.

The temporary prohibition of group gatherings does not apply to day-to-day operations of organizations, such as healthcare and long-term care facilities, grocery stores, pharmacies, gas stations, or businesses or industries with limited to no in-person contact with the public.

Guidelines to minimize the risk of spreading COVID-19 for gatherings with fewer than 10 people include older adults and those with underlying health conditions, including employees, being encouraged to not attend gatherings, limiting contact of people within six feet from each other for 10 minutes or longer, proper hand hygiene and sanitation being readily available to employees, and clean and disinfect high touch surfaces daily or more frequently.
