North Central Missouri College Board of Trustees approves budgets

The North Central Missouri College Board of Trustees approved budgets for unrestricted accounts and auxiliary service accounts at its meeting Tuesday evening.

The projected combined revenue is $12,256,117 with projected combined expenses totaling 12,625,856. The projected combined deficit is $367,739.

Revenues are based on flat enrollment growth with increased tuition rates, state appropriations of, local tax revenue remaining stable, and a contract with Northwest Missouri State University.

Expenses include salary increases for specific employees and hiring of the Vice President of Academic Affairs and new Information Technology Help Desk positions, additional nursing accreditation expenses and funds for sports teams, 1.6% budgeted increase in employee health insurance premiums, and increases in utility costs.

The board approved the annual lease renewal for its bond agreement with UMB Bank, which will be in effect through June 30th, 2018.

Also approved was the Northwest Workforce Development Board reimbursing Mickes O’Toole, LLC $17,261 for its service as legal counsel.

The board also approved the Green Hills Head Start applying for cost-of-living adjustment funds totaling $19,215 for Pre-Kindergarten and Early Head Start.

The increase of four employee’s salaries, three resignations, and four hires were approved.

The board promoted Database Administrator Tami Campbell to Senior Database Administrator with a salary increase of $3,000. Campbell’s salary will be $42,660.

System Administrator Ryan Woodward and Database Administrator Lisa Geiser will both receive salary increases of $3,000 as well. Woodward’s salary will be $35,640, and Geiser’s $36,660 pending A Plus incentive. Financial Aid Director Kimberly Meaker’s salary will increase to $48,000.

Resignations include Network/Security Administrator Nathan Marsh, Nursing Instructor Jaimee Norton, and Resident Life Coordinator Assistant Softball Coach Amy Carr.

Hires include Hannah Chapman of Milan as Online Services Administrator, Jaimee Norton of Plattsburg as Clinical Adjunct Instructor, Alexandra Thompson as Green Hills Head Start, Hamilton Center Cook, and Jamie Matheney of Brookfield as Head Start Brookfield A Center Teacher.

The board approved the revised NCMC Governance and Administration organizational chart.

Interim Vice President for Academic Affairs Doctor Sharon Weiser presented a chart showing the Missouri Department of Higher Education’s rankings for NCMC’s degrees and programs.

Dean of Student Affairs Doctor Kristen Alley reported that final first session grades are due next week for summer school classes. She hopes to start a food pantry for students where they can take or give items.

President Doctor Lenny Klaver reported summer enrollment showed an 11% increase in headcount, but credit hours were slightly down(.4%). He attributed this to nursing students not being required to take seven credits they previously did. Klaver said NCMC’s headcount and credit hours are up in other areas.

He talked about the continued collaboration with Hillyard Technical Center and Missouri Western State University in Saint Joseph as well as Metropolitan Community College in Kansas City to form viable and better two-year degree options for Buchanan County and the surrounding area. Maryville and Savannah have shown interest.

Klaver said he intends for the college’s presence to grow in the 16 county area.

He presented background on the Missouri Department of Higher Education task forces he is a part of, including Regulatory Relief and Performance Funding as well as what he considers to be top challenges, concerns, and reasons for optimism in a year in review.

After an executive session Tuesday evening, it was announced that the North Central Missouri College Board of Trustees approved Interim Vice President for Academic Affairs Doctor Sharon Weiser to submit paperwork to the Missouri Department of Higher Education.

The paperwork will allow NCMC to offer courses at a site in Andrew County.

It will also authorize college officials to negotiate a short-term lease for an Andrew County facility where the courses will be provided.
