Livingston County Sheriff reports on incidents, arrests and investigations

The Livingston County Sheriff investigation from March 18 resulting from a traffic stop in Utica has taken a significant step forward. The primary suspect had allegedly resisted arrest upon discovery of drugs with the suspect swallowing the evidence in an attempt to conceal the drugs.

That individual was given medical attention and later transferred to a Kansas City hospital for treatment. The LCSO has since recovered a quantity of alleged methamphetamine in multiple bags as evidence. The office is now proceeding with a possession of methamphetamine with intent to distribute investigation. Charges are pending. The suspect, in this case, is very fortunate the deputy realized he swallowed the drugs and took the person for medical care. The suspect ran an elevated risk of overdose and even death from his own actions.

The LCSO received a complaint of littering on private property just east of Chillicothe. The landowner reported someone had dumped a quantity of material and trash on their property. Further investigation led to a citation being issued to a 48-year-old Chillicothe man for littering.

The LCSO began an investigation into the death of a calf. No evidence was found to support a dog in the area killed the calf.

The LCSO investigated a reported domestic disturbance and found the matter was not criminal. Deputies assisted with information and resolution.

Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a juvenile allegedly sending very inappropriate photos to one or more other students of the opposite gender. The juvenile office, parent(s), and school administration were notified and a report was submitted to the juvenile office-Livingston County for consideration of charge(s).

The LCSO began an investigation of Unlawful Use of a Weapon and Trespassing reported at a location in Utica where the alleged victim claims to have been threatened with a club. The alleged victim identified a suspect and that person has since been located and interviewed by the LCSO. The LCSO is still seeking additional evidence to support if a crime was committed or not.

The LCSO assisted the Chillicothe Police and Missouri State Highway Patrol with an investigation of an armed man with a firearm in a local motel and the man was suicidal. Further investigation revealed a deceased man with an apparent gunshot wound. Additional investigation is taking place by the Chillicothe Police and Livingston County Coroner. Our thoughts and prayers are with the family and friends.

The LCSO investigated a domestic disturbance reported west of Chillicothe. The investigation revealed no criminal violation took place and the couple were having a verbal argument. One party was planning on staying elsewhere for the night.

The LCSO began an investigation of license plates being stolen from a vehicle while it was parked in the northwest part of Livingston County.

Arrests:

The LCSO located and served a Livingston County arrest warrant on David Lee Kirkpatrick, 58, Chillicothe, for alleged Violation of Bond Conditions on original class D charge of Sex Offender Registration Violation. Mr. Kirkpatrick was transferred to the Daviess Dekalb County Regional Jail.

Deputy Sheriff/School Resource Officer Mike Lewis served a Trenton Municipal arrest warrant at the Chillicothe Alternative School on Bobbi Jo Zimmer, 19, for alleged Failure to Pay a Fine on a Domestic Assault. Ms. Zimmer was transferred to the custody of Grundy County.

The LCSO arrested Charles Brandon Collins, 34, Chillicothe, on a Livingston County arrest warrant for alleged Violation of Bond Conditions on original charges of class C felony Possession of Controlled Substance and Unlawful Possession/Manufacture/Sale of Illegal Weapon. Mr. Collins was transferred to the Daviess Dekalb County Regional Jail in lieu of bond.

A deputy served a Livingston County arrest warrant on Cody L. Dover, 23, Chillicothe, for alleged class C felony of Receiving Stolen Property and class D felony of Burglary in the 2nd degree. Mr. Dover posted the $5,000 bond and was released pending a court appearance.

A deputy arrested Amanda Peggy Ann Jordan, 26, Brookfield, for alleged Driving While Revoked. Ms. Jordan was processed at the LCSO and released on summons.

A deputy arrested Sherry L. Hicks, 44, Chillicothe while in Circuit Court at the request of a Judge. Ms. Hicks was transferred to the Daviess Dekalb County Regional Jail.

A deputy arrested Travis L. Donoho, 27, Ludlow, on a Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on an original traffic offense. Mr. Donoho subsequently posted bond and was released. 

Citations:

A deputy attempted to stop a Kansas vehicle on U.S. 36 for excessive speed of 77 in a 65 and with the deputy displaying emergency lights and siren the driver continued westbound for well over 3 additional miles while continuing to speed and change lanes. The Kansas driver finally stopped and was issued citations for the excessive speed and failing to yield to an emergency vehicle.

A deputy issued a Kansas City Kansas driver 2 citations for an excessive speed violation of 78 in a 65 and failing to yield to an emergency vehicle.

A deputy checked a Motorcycle with Illinois plates at 84 in a 65. Upon activating emergency lights and siren the driver attempted to flee from the deputy but was later stopped. The Illinois driver was cited for the excessive speed and failing to yield to an emergency vehicle.

A deputy issued a Chillicothe driver a citation for excessive speed of 85 in a 65 on U.S. 36 at Liv 261.

A deputy stopped a vehicle in Utica for a traffic offense and subsequently issued the Utica resident a citation for Driving While Suspended and Failing to Register a Motor Vehicle.

A deputy issued a Trenton driver a citation for a child restraint violation and failing to wear a seatbelt.

A deputy was at a scene on U. S. 36 with the emergency vehicle lights activated. Another deputy was motioning for an oncoming vehicle to move over as the other deputy was beside the patrol car. The motorist failed to move over and give sufficient room and was subsequently stopped for the violation. The deputy noted seeing multiple gadgets and electronic devices on the dash of the stopped vehicle which alone created a substantial risk to every other motorist. The Arizona driver was cited for careless and imprudent driving and failing to proceed with caution when approaching an emergency vehicle.

A deputy issued an Illinois driver a citation for excessive speed of 83 in a 65 on U.S. 36 at the Grand River.

A deputy issued a Chillicothe driver a citation for failing to transfer license plates within 30 days. 

Additional Information:

Recently a Livingston County Court order for a male detainee to be taken from Daviess Dekalb County Regional Jail (DDCRJ) to a facility for a mandatory evaluation turned hectic. DDCRJ staff were transporting the male detainee who was in restraints and in the security transport van. The male detainee reportedly became very violent and was attempting to kick open the security door. Transport staff called 911 for assistance and notified the jail. Upon arrival to the facility, additional assistance was provided. A significant amount of additional time was spent in trying to calm the detainee and remove him from the transport vehicle for the mandatory evaluation. No further incident was reported to this office.

David Edward White, 54, Chillicothe is a Livingston County detainee at the Daviess Dekalb County Regional Jail on a felony allegation and has been charged in Daviess County Court for 2 alleged felony violations:

Damage to Jail/Jail Property, class E felony and Delivery or Possession of a Weapon at County Jail which is a class B felony. Bond on the new charges was set at $15,000.

The LCSO is continuing with various criminal and fugitive investigations, assisting other agencies, court security and bailiff duties calls for service, and patrol/traffic enforcement.

Currently the LCSO has 14 people in custody at the Daviess Dekalb County Regional Jail, 6 of which are female detainees.

April 03 the LCSO attended the Ludlow town meeting where area information and concerns were exchanged.
