The Livingston County sheriffs department have been extremely busy over the last week with a variety of calls, prior and current criminal investigations, court, administrative issues, and assisting other agencies. There have been times of times of “black out coverage” where no staff were available for any type of call other than extreme emergency. The Missouri State Highway Patrol assisted whenever possible.
April 29 the LCSO is beginning an investigation of a reported theft of game cameras and a possible burglary which has taken place in the recent past near Wheeling. Scene is being investigated and case will continue.
April 29 a citizen reported a male has twice approached their home in Chillicothe in attempt to discuss some type of business. The name given to the resident is not on file with the Chillicothe City Clerk to conduct business in the City of Chillicothe. The citizen falsely reported the man claimed to have a city business license. Fortunately the citizen did not further participate in the conversation.
April 27 the sheriff received complaint of alleged harassment, peace disturbance, and potential extortion. This involves prior business transaction(s) between two parties with one being out of state. Information has been shared with all involved. The matter is hopefully being resolved in a civil manner at this time.
April 25 the LCSO began an investigation of littering in multiple locations in northern Livingston County. A suspect has been identified and is being charged with the alleged crimes.
April 24 a Chula resident reported finding a fishing pole and a drug pipe on their property. Items were confiscated and persons of interest interviewed.
April 16 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with our office of an incident at the Litton Ag Center during prom. A few student(s) were allegedly found to have been drinking (low b.a.c level) and had a small amount of alcoholic beverage on school property. Report submitted to Prosecuting Attorney Adam Warren for consideration. The student(s) who had been drinking were released to their parents. School authorities will handle administrative actions.
April 15 the LCSO began an investigation north of Wheeling of a burglary of a shed where an ATV was stolen. The ATV is described as a 2000 Honda 4 wheeler with vehicle identification number ending in 7999. Investigation remains on-going at the time of this press release.
April 14 the LCSO was called to the 200 block of Fellows Street in Utica regarding a reported trespassing and assault. Male reported an adult female came onto the property and was asked to leave when she subsequently used pepper spray on him and left. Investigation has involved questioning of several people and collection of additional evidence. A report is being submitted to Prosecuting Attorney Adam Warren for consideration.
An investigation which began in January regarding a missing ATV has been completed and the LCSO is seeking an arrest warrant on the suspect. This investigation required staff to interview people in other counties and even an offender in the Missouri Department of Corrections, additional attempts to located ATV in Buchanan County were made. Investigation file being submitted to Prosecuting Attorney Adam Warren for consideration of charges.
Arrests:
April 29 the LCSO served a Livingston County arrest warrant on Scott E. Robinson, 36, Wheeling for alleged Passing Bad Check. Mr. Robinson posted bond and was released pending court appearance.
April 19 the LCSO served a Livingston County arrest warrant on Jonathan David Rhodes, 24, Chillicothe, for alleged Failure to Register as a Sex Offender, class D felony. Mr. Rhodes was transferred to the DDCRJ in lieu of $5,000 bond.
April 18 the LCSO arrested Kristie Marie Carr, 29, Chillicothe, on a Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on bond conditions on original charges of 2 counts class C felony Forgery. Ms. Carr was transferred to the Daviess Dekalb County Regional Jail in lieu of $25,000 bond.
April 12 the LCSO served a Livingston County arrest warrant on Rachael Jill Shermuly, 41, Marceline, for alleged Probation Violation on original class C felony Possession of Controlled Substance. Bond was denied and Ms. Shermuly was transferred to DDCRJ.
April 12 the LCSO served a Livingston County arrest warrant on Casey D. Ousley, 30, Rolla, for alleged Probation Violation on an original class C felony Possession of Controlled Substance. Bond was denied by the Court and Ms. Ousley was transferred to DDCRJ.

April 29 the LCSO had 14 detainees from DDCRJ appear in Livingston County Circuit Court before Judge Thomas N. Chapman.
April 27 the LCSO had 14 detainees appear in Livingston County Associate Circuit Court before Judge James P. Valbracht.
April 25 and 26 the LCSO provided security for the Courthouse and bailiff duty for the Circuit Court and Jurors on a 2-day jury trial. The case was a change of venue from Clinton County where the defendant was charged with DWI and 3rd Degree Assault of a Law Enforcement Officer. The Court had requested 60 potential jurors arrive at 0830 on Monday. That group was reduced to 13 jurors and after 2 days of evidence and testimony 12 of those jurors deliberated and found the defendant guilty of both crimes. The defendant is to return before the Court in June for sentencing. Circuit Judge Thomas N. Chapman presided over the trial.
April 18 Sheriff Cox was required by subpoena to be in St. Louis all day for testimony.
April 17 a deputy issued a Ludlow man a citation for no vehicle insurance during a traffic stop.
April 16 a deputy issued a Wentzville Missouri woman a citation for 92 in a 65 on U.S. 36.
The LCSO continues to receive calls about scammers calling local citizens claiming there is a pending law suit and the LCSO will be contacting them. This is bogus and nothing but a scam.
