Chillicothe Police Department issues "animal neglect" citations

Chillicothe Police Officers are responding to reports of animals being "neglected" in the extreme heat wave striking the area this week. Officers this week responded to the Wal-Mart parking lot in Chillicothe, to a report of a dog locked in a vehicle, with no water and outside temperatures above 100 degrees.
Officers attempted to have the owner of the vehicle paged without success, and then had Chillicothe Truck Repair and Two called in to gain entry to the vehicle and rescue the dog. The animal was given water and then turned over to animal control. Officers reported the dog owner showed up at least 30 minutes after the officer arrived on the scene. Sidni Huff was subsquently issued a citation for animal neglect.

In a related story, officers were dispatched to a report of animal abuse and neglect in the 300 block of Jackson Street. At that location a black Labrador Retriever was found tied up to a chain, tangled in the chain which was wrapped around a barbecue grill. The dog was unable to reach shade and had no food or water within reach. Animal Control took custody of the dog, and the owner, Leon Walter Jr. has been issued a citation for animal neglect and abuse. He was not home at the time of the officers' arrival.
