Chillicothe Police Make Arrest In Attempted Kidnapping

|Chillicothe police responded to a call for attempted kidnapping, as well as a call related to disturbing the peace.|
Officers were dispatched to a report of an attempt of kidnapping in the 1000 block of Graves Street. Officers stated a person on April 17th attempted to take a child from a shopping cart at WalMart. Officers were able to identify the suspect with the store video surveillance.
Officers, assisted by the Livingston County Sheriff Department, arrested 45 year old Randall W. Gray at a rural Chula address for attempted child abduction. Gray was transferred to the Daviess DeKalb Regional Jail at Pattonsburg.
Gray was held on a charge of attempted kidnapping with a $5,000 bond.
Officers arrested 37 year old Joel Kellison in the 700 block of Webster Street at Chillicothe for alleged peace disturbance, resisting arrest and assault on a Law Enforcement Officer. Each is a misdemeanor. During the course of the weekend incident, Kellison also allegedly attempted to assault another Police Officer and a Deputy Sheriff who had arrived on the scene to assist.
Kellison was in custody at the Daviess DeKalb Regional Jail. Bond is 25 hundred dollars cash.
Chillicothe Officers were dispatched to a report of child abuse in the 200 block of Wilson Street. Officers arrested 32 year old Richard K. Perry for investigation of child abuse. Perry was taken to the Daviess DeKalb Regional Jail pending the filing of formal charges by Livingston county.
