The man left the babies unattended outside 3616 Richardson Square about 11 a.m. Monday.

The twins had been in the car alone about 10 minutes by the time police arrived. The car was unlocked and running and the air-conditioning was on, police said.

Police did not say who called police and would not release the name of the man who was charged, saying they "normally don’t release names and photos" in municipal-court cases.

The man was booked and released and the children's grandmother picked them up. State social-services officials were contacted.

Phone calls and emails to Arnold police for further explanation on why the man's identity was being withheld were not immediately returned.
