News : Trenton R-9 Board Of Education Approves Deficit Budget

The Trenton R-9 board of education has approved a deficit budget for the fiscal year beginning July 1st.

It's a budget that Superintendent Becky Albrecht said Trenton R-9 “will still be fine.” That's due in large part to a healthy fund balance which she reported will be around 35 percent reserve funds as of June 30th.

Mrs. Albrecht said Trenton R-9 expenditures are projected at approximately 12 million, 500 thousand dollars in the 2014-15 budget. Revenues are a million dollars less.

There were indications of a possible deficit two weeks ago when a draft budget was presented to the board with Mrs. Albrecht noting deliberate decisions were made on
spending money At a special meeting today, Mrs. Albrecht said the debt service and
capital projects categories will be “in the red” by a combined 900 thousand dollars.

That's due, she said, to over-spending in debt service to pay bonds off sooner, saving
taxpayers money in the long run. The overage in the capital projects fund is due to
decisions made to purchase computer I-pads and other technology. Neither of those
categories, according to Mrs. Albrecht, affect the R-9 operating and teachers funds.
She said those categories have overages of 99 thousand dollars in the new budget.

Six members attending the board meeting approved the new budget. (Kevin
Bailey, J-D Pash, Martha Roberts, George Moore, Jenny Croy, and Brandon Gibler)
(Doug Franklin was absent.)

The usual end-of-the fiscal year decisions were made regarding payment of bills and transfers of funds from one category to another. More than 471 thousand dollars was moved from the operating fund to cover expenses in the teachers fund.

Over 482 thousand dollars was transferred from the operating fund to capital projects.

Adjustments were made to equalize revenues and expenses for the 2013-14 school year.

Other decisions unanimously made at the school board meeting involved increasing the mileage rate, purchasing a mini-van for transportation, and adopting a board policy. Mrs. Albrecht told the board that in her eight years as the Superintendent, there's been no change in the 38 cents per mile rate paid for use of personal vehicles on school business. After reviewing what other school districts pay, the board accepted a recommendation to set the rate at 45 cents per mile.

After giving examples of staff using personal vehicles to travel out of town on school business, including transporting students, the board authorized 24 thousand, 380 dollars for a new Dodge mini-van. It'll be purchased from Barnes-Baker Automotive of Trenton.

The vehicle has room for six passengers and the driver. In making the purchase recommendation as one of the end-of-the-school year bills to be paid, Mrs. Albrecht recognized the support Barnes Baker has given to the Trenton R-9 district.

Upon a recommendation from the Missouri School Boards Association, the board approved a policy on how information gets disseminated to the public.

Mrs. Albrecht will develop a communications plan for the board to review later.
