News : Four Charged In Connection With Fatal Fire In Eastern Missouri Fire

Dallas Tyler Halter, 18, whose address is listed the same as the Halters, is charged with two counts of first-degree murder, two counts of armed criminal action, one count of first-degree burglary, stealing a firearm and tampering with physical evidence. He is being held in the county jail on no bond. Under the charge, prosecutors could seek the death penalty.

The others, William Carrico, 19, of Annapolis, Adam Wayne Moore, 19, of Ironton, and Maxwell Navarre Lee, 24, whose address is listed as the Halters' address, are charged with two counts of second-degree murder, as well as first-degree burglary, and stealing a firearm. Their bond is set at $2 million cash only.

Prosecuting Attorney Jerrod Mahurin alleges that those three committed second-degree murder or felony murder in concert with another as the Halters were killed during the attempted perpetration of stealing.

During the investigation, it was learned that Carrico had turned himself in to the Iron County Sheriff's Department.

He said Dallas Halter had a predetermined plan to take money and marijuana from his father's residence that Monday morning. He said Dallas Halter loaded the gun and put on gloves, instructing the rest to come to the residence after they heard shots.

Carrico said after the shots, Dallas Halter instructed Lee to come inside the home. He said the two made several trips into and out of the home. He also saw Dallas Halter set the house on fire.

He said they left when the house was on fire and they split the money. He said after the shooting, Dallas Halter indicated he was not sorry for shooting his dad but "my mom is what I have to make peace with."

Carrico told authorities where they could find the weapon and shell casings.

Moore also confessed, making similar statements.

Lee told authorities that he drove all of them to the Halters' residence with the intent to steal drugs and money. He said Dallas Halter went in. He heard two shots and shortly after Dallas Halter ran out and they went back to the Ironton area.

According to a probable cause statement, at about 4:15 a.m. Monday, Dallas Halter entered the house with a handgun. He shot and killed his parents with the handgun and then stole two long rifles, a container of change, and money from Stanley Halter. He then took his dog and put it in Lee's van and set the house on fire.

Stanley Halter was shot in the back. He was found dead on the couple's deck. Tamra Halter was found inside near Stanley Halter. She had been shot in the forehead area.

ORIGINAL STORY: Four individuals are now in custody and awaiting formal charges for the deaths of a rural Bismarck couple found dead in a fire Monday.

St. Francois County Sheriff Dan Bullock said four people from the Iron County area - ages 18 to 24 - were arrested in connection with the deaths of 50-year-old Stanley Halter and 46-year-old Tammy Halter, whose bodies were found inside their burned-out house Monday morning.

According to a sheriff's department press release at noon, a 24-year-old male, two 19-year-old males, and one 18-year-old male, all from the Iron County area, were taken into custody at various locations in and around Ironton in the last 24 hours.

Bullock said an autopsy revealed that the male and female each suffered a single gunshot wound prior to the fire.

"A team of officers from the St. Francois County Sheriff’s Office, Division of Drug and Crime Control (MSHP), State Fire Marshal’s Office, Farmington Police Department and the St. Francois County Joint Communications Center met at 9 a.m. Tuesday morning and in a collaborative effort, went to work on the case collecting evidence from the scene and running down leads and tips," a second press release at 1 p.m. stated.

"By Wednesday morning four males ranging in age from 18 to 24 years had been taken into custody; two arrested by officers and two others, after turning themselves in to the Iron County Sheriff’s Office, are now awaiting formal charges from the St. Francois County Prosecuting Attorney’s Office. Charges are expected later today. The Iron County Sheriff’s Office, Ironton and Pilot Knob Police Departments also played a key role in bringing the case to a successful conclusion."

Bullock said they worked all day and and all night on the case.

"We had lots of help ... it was a trial run of the major case squad," he said.

Funeral arrangements are pending at Cole Funeral Home in Ironton.

The bodies of the two were discovered after a fire was reported Monday at about 4:30 a.m. at their home on Halter Lane just off Barnes Road near State Highway 32.

While it was initially reported that possibly three people might be in the home, only two bodies were found once firefighters were able to squelch the intense flames and gain entry.

One of the lead firemen on the scene told a reporter the fire was raging when they arrived a few minutes after the call came in to 911. He said the heat was so intense they could feel it from inside the fire truck as they pulled up near the home.

Sheriff Bullock said they have investigated and currently know of no one reported as leaving the scene or escaping the fire. He asked that anyone with information about the couple's death, or anyone who saw anything between 3 a.m. to 4:30 a.m. Monday, call the sheriff's department at 573-431-2777, or central dispatch at 573-431-3131. Individuals can remain anonymous.

By the time the first crews arrived on the scene at about 4:45 a.m. they found the house ablaze. Moments earlier a call had came in to 911 that there might be someone inside the house.

The call was quickly upgraded to "second alarm" for additional firefighters and equipment to assist the Bismarck Fire Department, the lead company on the scene. A short time later firefighters on the scene called for the county coroner.
