News : Livingston County Sheriff Activity Report

The Livingston County Sheriff has been quite busy since their last report of activities. Here is a report of recent activities.

In a press release from the Livingston County Sheriff:

We are currently investigating a report of numerous scrap and other thefts from multiple locations. Some of the stolen items have been recovered and we are anticipating making one or more arrests in the near future.

January 16 we served an arrest warrant on Jeffrey Alan Piearcy, 48, Chillicothe for a minor traffic fine offense. Mr. Piearcy had surrendered to the LCSO when he learned of the warrant and subsequently posted bond.

January 18 we began an investigation of reported property damage and theft from a location in Wheeling. All parties have been interviewed and the case file is being reviewed.

January 18 we spoke with parent(s) and a juvenile regarding the parents learning their child had allegedly stolen a cell phone. The item was recovered and returned to the victim. No prosecution was requested by the victim. Case is now closed.

The night of January 18 a deputy was on U.S. 36 on the inside lane passing a vehicle when a deer entered the roadway. The deputy attempted to avoid the animal and struck a guard rail with the driver’s side of the patrol car and no damage to the guard rail. Very minor damage was done to the patrol car and it remains in service. Much less damage from this instead of plowing into the deer.

January 19 we responded to a location on Liv 511 regarding a report of a man allegedly trespassing and threating the land owner(s). Deputies arrived and found the man in a pasture. Deputies arrested Eric R. Hollon, 38, Chillicothe for the alleged Trespassing violation. Mr. Hollon is currently on parole and allegedly had been drinking intoxicants. Mr. Hollon was placed in a patrol vehicle and witness reported he began banging his head on the car cage and saying he was not going back to prison. Deputies entered the area of the patrol vehicle where the individual was and finally got the individual under control. Mr. Hollon was incarcerated in the Daviess Dekalb County Regional Jail and the Associate Court subsequently issued an arrest warrant for the alleged Trespassing and set bond at $2,500.

January 23 we responded to a call of an intruder in the 17000 block of Liv 234. The victim reported an unknown person fled from the home and investigation continues.

A deputy issued motorists 4 citations for speeding on U.S. 36 at intersection Liv 425 with the highest speed being 82 in a 65.



Other information:

Recently Detective Eric Menconi attended 3 days of Pressure Points and Control Tactics Instructor recertification in Jefferson City. Mr. Menconi teaches area law enforcement self-defense. We are working with area public officials, government employees and schools in attempt to offer free self-defense training.

January 21 and 22 we provided security for a 2 day jury trial. The defendant was charged in another county for an alleged felony sex offense and the case was transferred to Livingston County on a Change of Venue. After deliberation the jury gave a Not Guilty verdict.

Sentenced to Prison in Circuit Court Criminal Law Day:

The following people were sentenced to the Department of Corrections or County Jail time and we have caused these people to be delivered to prison at St. Joseph or Vandalia:

Rachel Trump, 36, Chillicothe - 2 counts Forgery - 6 years each count to run consecutive

Jason Seavey, 38, Chillicothe - Driving while licensed revoked - 2 years consecutive with any other charge

Billy Wayne Fleener, 61, Carrollton - DWI - 4 years consecutive with any other charge - 120 day program

Moses Miranda, 46, Chillicothe - Burglary 2nd - 3 years consecutive with any other charge

Stephen Kyle Stokes, 26, Texas - Probation Viol Unlawful Use of Weapon - 15 years, Stealing a Firearm - 4 years DOC placed on 5 years and given Probation, DWI - 10 days jail

Robert Henry Mammen, 60, Chillicothe - DWI - 10 years consecutive with any other charge and long term substance abuse program

William Brandon Jackson, 18, Parma, MO. - Probation Violation Sexual Assault - 5 years consecutive with any other charge

Austin Richard Holstine, 20, Chillicothe - Probation Violation Burglary - 5 years consecutive with any other charge

Jose Pablo Gutierrez, 56, St. Joseph - DWI - 4 years consecutive with any other charge


Scam Notices:

We have area residents which have reported pushy scam artists making contact via telephone. The calls are not being made from within the United States.

In another scam if you receive a call and the message is “This is Rachel from card holder services” or some variation it is most likely a scam and attempting to obtain your credit card information and/or personal information.
