The location of the accident was five miles northwest of Wheeling.

The highway patrol said 41 year old James Breeden of Laclede was southbound on county road 265 when his car allegedly failed to negotiate a left hand turn onto road number 226. The car struck an embankment, remained upright, and came to a stop off the southeast corner of the intersection. The patrol said the occupants exited the vehicle and arranged for a ride back to a residence. After the extent of injuries was determined, the patrol said that a passenger – 43 year old Tammie Breeden of Laclede – was transported for treatment at Hedrick Medical Center in Chillicothe. The patrol described her injuries as moderate.

The car received minor damage, according to the report.

An arrest report provided by the highway patrol says James Breeden was arrested for felony investigation of operating a motor vehicle while in an intoxicated state resulting in an injury accident. Other potential charges include driving while intoxicated, as well as careless and imprudent driving resulting in an accident.

He was listed as wearing a seat belt while Tammie Breeden was not.
